Although storm water detention is commonly a prerequisite for new developments, the impact of detaining
storm water does little to reverse the effect of new impermeable surfaces creating the storm water runoff in
the first place. Prior to development, 95% of the rain would have filtered through the soil and recharged the
ground water. Instead, the rainwater becomes storm water runoff, which adds to the deterioration of roads,
storm water infrastructure, and river banks all the while collecting toxins, metal and pathogens, and carrying
them to our dams. Reusing rain water ensures that the storm water runoff is reduced and our most valuable
resource can be utilized without the need for treatment and the pumping costs involved in returning the water
from our dams to where it fell in the first place.
Indirectly, commerce pays the highest tariffs for water, paying a flat rate for water from the first kilolitre used.
In additional, sewerage charges are calculated based on water consumption which almost doubles the
effective cost of water. These sectors are also the most likely to be effected by water price hikes and water
restrictions when potable water shortages become evident.
